MGCB Issues Cease-and-Desist Orders to 11 Offshore Casinos
The Michigan Gaming Control Board (MGCB) has taken decisive action against illegal offshore casinos that have been offering unlicensed gambling services to residents. The enforcement action has resulted in cease-and-desist orders being issued to 11 offshore casinos operating in the state.

These offshore operators have been found accepting wagers from Michigan residents through various payment methods, including credit cards, cryptocurrencies, and digital wallets. The Michigan Gaming Control Board views these activities as illegal and without proper oversight, putting Michigan players at risk.
Henry Williams, the Executive Director of the Michigan Gaming Control Board, stated, “We’re committed to shutting down unlicensed gambling operations and protecting the public from deceptive practices, unfair play, and financial harm.”
Offshore Operators Given 14 Days to Comply
The MGCB has formally notified the 11 operators to immediately cease offering gambling services to Michigan residents. These offshore operators have been given a 14-day grace period to comply. Failure to cooperate could result in legal action in collaboration with the Michigan Attorney General’s Office.
Williams emphasized, “Michigan does not tolerate unauthorized gambling activity. We will continue to actively identify and disrupt these operations to safeguard consumers and uphold the integrity of the legal gambling system in the state.”
MGCB’s Investigations Into Sports Prediction Markets
In addition to cracking down on illegal offshore casinos, the MGCB has initiated investigations into unlicensed sports prediction markets operating within Michigan. These unlicensed wagering platforms have the potential to impact consumer protection and the integrity of the state’s legal sports betting system.
Earlier this month, the MGCB also targeted 13 other offshore gambling websites, including Captain Jack Casino, Ducky Luck Casino, and Planet 7 Casino. The Board continues to monitor and take action against illegal gambling activities in the state.
It is important for residents to only engage with licensed online gambling operators to ensure a safe and regulated gambling experience. Licensed online casinos and mobile sports betting platforms are the only ones authorized to operate in Michigan, with the first regulated sites launching in January 2021.
